bleeps usually mean incorrectly inserted ram, faulty/incompatible ram, possibly bent pins on the cpu socket
ive never come across a faulty cpu , but faulty mobo is possible

its relatively easy to find fault when you have plenty of working spares

you have tried a different psu?

it should certainly post bios

are we sure the cf cards going to work?
any confirmed cf card builds with this board

beeps 1-5-4-4 power fault according to intel site

quote

Power control
fault (power good assertion
timeout).
Power good assertion timeout

Power unit
sensors report soft power control failure offset

Yes I try another psu and return it cause was same
Cant even get bios to load it has to be power I think
But I got no way to check it
Cpu is Intel Xeon E3-1230L-v3 and it should work with this board no problem
Ram I have is apacer and I think should be fine

The error message states it has a time out on the Power Good signal.
This is one of the pins in the 24-pin loom I believe.

From this I would think:
1. it is a faulty PSU or cable loom;
2. It is a faulty connector on the MoBo;
3. PSU is not suitable for the board and it doesn't get stable powering this board.

Check the manual of the board and read about the requirements for the PSU to power this board. Server boards can have different requirements than consumer boards in this respect.

if the PSU is suitable for the board:
- Check the PSU on another board to see if the PSU is functioning properly.
- Use another PSU, that is working OK, on this board and see if it still gives the same error.

Than I would exchange the board as it looks like it is faulty, which is not uncommon.

Aleg Thank you
I ahd another PSU and it was same thing so I return it
Pico I am using working perfect on S1200KPR server board checked 10 times
Cpu is xeon E3 1230L v3 that should with this board
I had another board I bought and end up returning it (same family) now this
I just cant believe that with my luck I got 2 bad boards??
If that the case I might have to get something different then server board
What board would work with this CPU? You think

I will contact Intel today see what they say

I still think and you said it before that it is power related

Kinda like the look of these Intel server boards seem to have better components than std consumer level mobos including better mobo clocks

Likely a good solution for those not tampering with ram and clocks mods
That said sq in Ca is more to do with implementation than boutique components

I'd pair it with the cheaper i3 CPU
Dunno why that's not more of a common practice

Cost is always a factor for me as running experimental mods has risks

What power supply is powering the pico?

Which model is the pico?

Try a new mobo just in case its faulty

Does seem unlikely to get two bad boards in a row
You sure the ram is comparable and inserted correctly

The pico plus a linear supply into it would be ok power bricks are particularly bad
But linear supplies aren't made equal either
Then there's diy direct three rail linear which is a bit of work
