I didn't switch off Jplay Service during comparisons, I'll give it a try tomorrow. I understood RAM allocation for Jplay was only made during play e.g. with Jplay Mini.
Can we try a 5.20 avx2 2496 version?

No joy using control 2.97, plays but with a static and a metallic post processing effect.

Purchased Windows 8.1 Pro today was hoping a fresh rebuild would resolve, I'm running out of options but at least 4.08 works.

Gordon could it be my Xonar Essence One only supports 24 bit in 32 bit containers? This would explain why even the SSE2 are distorted?

wouldn't play at all if the device didn't think it was capable. Maybe the period size is too small for your device, currently 256 samples. You can check the lowest buffer you can play using playpcmwin.

the ram is allocated at system startup and is not deleted.

If you run wasapi_test.exe (mqn-files/test directory on google drive) you can see which modes are supported, but I would expect 4.08 to fail then as well

thought 5.14 was a bit overblown compared to 5.15
5.14 resolves background music much better than 5.15, plus bass is better defined and tighter.
I was the last fan of 4.82, but I'm almost to say that 5.14 is my new champ.
5.21 is back to the 5.14 settings, well it's 5.07 with 2 new settings so not really 5.14, but the 5.14 characteristics are there.

5.20 seems to give more detail, but it isn't musical.

WASAPI-test.exe version: 3 tested: 2526 ok: 48

This shows that your 16-bit music will be played in 16-bit containers, so playing 16-bit should be OK.

It does show that 24-bit music needs to be presented in 32-bit containers, something that is not supported at the moment.
Gordon has right now only 24-bit in 24-bit containers. So you'll not be able to playback 24-bit music.

Cheers
