Of course 2012 can have Metro, you only have to install it. By default it is not installed.

I believe JC means by "2012 can have no metro" that it is possible for 2012 to function without metro, whereas 8.1 'requires' metro, not that it is impossible for 2012 to have metro. That being said, it is quite possible JC is in an asylum. ;)
