try vs2013pro
and uninstall the junk exactly as it is in the screensthot:
http://blog.sina.com.cn/s/blog_72b3301c0100q2b2.html

e.g. uninstall more than needed e.g. .net framework will decrease SQ.
works for 7,8,R2,2012,8.1.

yes, this tweaks originates from pkshan

EDIT
before you install vs2013pro, uninstall all C++ redistributable first, otherwise, this tweak is worthless.

EDIT2
because overwrite existing C++ redistributable with another copy will decrease SQ.
I see it costs £303 in the UK......:-(

vs2013 doesn't fix any OS jitter anyway
it is not essential

disabling firewall, antivirus is more important.

try desktop wallpaper vs desktop solid color.
when you can tell difference, you know what OS jitter is.

priority should be fixing jitter over install vs2013

for example, small icon vs large icon in desktop. which is better?

I wasn't even thinking about SQ, it's the evelation issue I hit at random. Yesterday I fixed it quite easily by setting EnableLUA from 0 to 1 then back to 0 and rebooting just the once. MQn then ran fine.

The software company I work for doesn't see it that way, pirate software even on personal machines puts my job at risk.

Eval and 30 days trials are ok for sure. I don't want to do too much tweaking but I'd sure like to not need to frig EnableLUA all the time just to get 8.1 to run MQn.
