Just to be clear the diode is in series of the positive out of the reg Voltage setting must allow for the voltage drop on the diode Lower voltage drop diodes are preferable Also this voltage drop acts as as a current limiter of sorts but as caps start at 0v it will draw max current until the voltage...

fpga caps replacement and isolator removal would be a good bet,
maybe some fpga caps that dont melt can be as good

Two cells is the minimum you can use
You can add as many in parallel as u like
Or one/2/3/4 for each bank of shift registers
But I wouldn't expect much improvement adding more cells if any
